		<description>How will we feel when The Sec of the Interior&#039;s Advisory Council made up of people within a &quot;reasonable proximity to SJC&quot; develop the NCA management plan? Will these be the people of Skagit County where Salazar and Cantwell held their last Town Hall Mtg? 
   Grammer sources show two independent clauses are designated by a semicolon and a conjunction as in the protected species section of this bill. All species within NCA will be protected as written.
   If you share a creek with a species on NCA those folks in Skagit may decide you can&#039;t farm, garden or build near the part of the stream on your land. Our lands should not be trapped up in government control.</description>

In the Kelo case, the use of eminent domain was by a local government (not the feds) and for transfer to a private party for economic development (not the feds for conservation). 

I still feel safer with an NCA designation than without, since the legislation expressly prohibits BLM from using eminent. That protection is not there today.

I&#039;m baffled at why putting restrictions on what BLM can do with federal land, prohibiting their use of eminent domain, prohibiting their impact on neighboring properties and demanding a local voice in the management of the lands is something you would oppose. It seems like you should be a champion of such improvements over the current situation which has none of those protections for the community.</description>

This absolutely DOES NOT increase BLM&#039;s power over its neighbors. It increases our power over BLM.

This legislation improves my situation as a neighbor - permanently protecting the land, giving the community (including me) a voice in its management, and protecting me from any eminent domain, buffer zones, etc.</description>
